Miguel Rodriguez serves as Executive Vice President and General Counsel of American Pharmacies, a member-owned cooperative representing more than 700 independent pharmacies across the country. In this role, he leads the organization's legal strategy and oversees its government affairs operations at both the state and federal levels.

His experience includes defending pharmacies against state and federal audits, handling PBM termination appeals, navigating Board of Pharmacy licensing and disciplinary actions, and advising on pharmacy acquisitions and sales. Since joining American Pharmacies in 2018, Miguel has been instrumental in expanding the organization’s legal and advocacy footprint. He has drafted and supported the passage of more than a dozen laws across multiple states, addressing key issues such as PBM audits, retroactive fees, transaction fees, patient steering, reimbursement parity, and pharmacy security. His leadership has helped position American Pharmacies as a national voice in pharmacy advocacy, delivering meaningful legislative outcomes that directly impact the viability of independent pharmacies.

In addition to his legal and policy work, Miguel collaborates closely with pharmacy owners, industry stakeholders, and policymakers to identify emerging challenges and develop practical solutions. His ability to translate complex legal and regulatory issues into actionable strategies has made him a valued resource for pharmacists and partners alike.

Miguel earned his Juris Doctor from The University of Texas School of Law and his undergraduate degree from The University of Texas at Austin.
